In 1870 – President Ulysses S Grant signs a bill forming the US Justice Department, and would later appoint Amos T Ackerman as its first attorney general. The attorney general had been a cabinet member since 1789, however before this it had been a part-time job primarily providing the president and cabinet with legal opinions and arguing cases before the supreme court, with federal courts under the jurisdiction of the Interior Department 

In 1938 – Joe Louis retains his world heavyweight boxing title with a first-round knockout of Max Schmeling at Yankee Stadium in New York City. It was the fourth of a record 25 consecutive title defenses for Louis and avenged a 1936 loss to Schmeling. The loss was the final championship fight for Schmeling, who had held the title from 1930-31 and he would later win the European heavyweight title. 

In 1991 – Paula Abdul is at #1 on the Billboard Hot 100 for the second of five consecutive weeks with Rush, Rush. It was the fifth of six #1s for Abdul, and her sixth of eight Top 10 songs. The song also went to #1 in Canada, peaked at #6 in Great Britain, at #20 on Billboard’s soul chart, and was Billboard’s 4th-biggest song of the year. Abdul’s first vocal cut – known as a scratch vocal in the trade, a reference for musicians and engineers – ended up being used on the record.
